I. Main Objectives

Systematically optimizing the layout of the commercial aerospace industry, constructing a full-industry-chain agglomeration development ecosystem of "rocket-satellite-terminal-service", transforming the commercial aerospace industry chain into a representative hallmark chain of new quality productivity, comprehensively building a reusable rocket innovation highland, a low-cost commercial satellite mass production highland, and a key industry application service highland, accelerating the cultivation of a national-level commercial aerospace advanced manufacturing cluster, and striving to build a globally influential commercial aerospace city.

By 2027, the scale of Shanghai's commercial aerospace industry is expected to reach approximately 100 billion yuan. Symbolic product industrialization scale will expand, with an annual total assembly and manufacturing capability of 100 rockets for commercial rockets, an annual intelligent manufacturing capability of 1000 satellites for commercial satellites, and an annual batch manufacturing capability of 1 million terminals. The degree of industrial chain agglomeration will increase, with complete support systems for arrows, stars, networks, and terminals, gathering main players in rockets, satellites, constellations, and terminals, driving the cultivation of around 300 specialized and new small and medium-sized enterprises, focusing on building distinctive industrial parks for commercial rockets and commercial satellites and terminals, forming a linked development pattern of "arrows-stars-network-terminals". The constellation networking application effect will become prominent, completing a global coverage low and medium orbit satellite communication network system, achieving all-time domain accessibility for space-based, airborne, ground-based, and marine-based systems, leveraging Shanghai's advantage of gathering large-scale national heavy machinery equipment and its huge consumer market potential, creating over 100 distinctive application scenarios such as large aircraft, cruise ships, low-altitude air connectivity, and personal communications, forming a scale promotion effect. The industrial ecology will continue to optimize its layout, with platforms such as satellite supercomputing, data services, maritime launches, and rapid recovery being rapidly constructed, basically completing a supporting capability system integrating control centers, maintenance centers, and data centers, forming an industrial ecology with reasonable and sufficient spatial development, ample professional talent echelons, continuous financial capital empowerment, and fruitful international cooperation results.

II. Development Focus Areas

(1) Commercial Rockets. Prioritize the development of key supporting equipment such as liquid oxygen methane/kerosene engines, return control systems, sensing components, structural segments, and composite materials, forming a series of reusable commercial rocket products with a gradient of carrying capacity; promoting the iterative upgrading of commercial rocket technologies to further enhance the comprehensive efficiency of rockets, meeting the needs of large constellation network construction.

(2) Commercial Satellites. The Songjiang District plans dedicated development space, constructing a municipal-level distinctive commercial satellite and terminal industrial park, encouraging chain main enterprises to strengthen their traction role, promoting the clustering of upstream and downstream supporting enterprises in star-borne power supplies, communication payloads, attitude and orbit control, etc., accelerating the construction of satellite and terminal intelligent manufacturing factories, promoting the construction of shared technology public service platforms, enhancing the overall service capacity and supporting level of the park, supporting the cultivation and expansion of the satellite internet future industry.
