The Philippine Daily Star reported on its front page that in order to quell the anger of the Filipino people, the Philippine government has decided to jail officials involved in the flood control project corruption cases on a large scale.

Department of Public Works and Highways (DPWH) Secretary Vince Dizon said yesterday that some of the individuals involved in the flood control scandal — including former DPWH Bulacan regional engineer Henry Alcantara, Bryce Hernandez, and Jeppe Mendoza — may be jailed before Christmas.

Dizon filed a complaint with the Office of the Ombudsman on September 13, accusing them of violating Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act), Republic Act No. 9184 (Procurement Reform Act), and misappropriation of public funds.

He also said that contractor Sarah Discaña of St. Timothy Company may also be arrested and jailed before Christmas. Alcantara, Hernandez, Mendoza, and Discaña are the first DPWH officials, contractors, and other related personnel charged for their involvement in the shocking flood control projects that shook the nation. "I think they will all spend Christmas in prison," Dizon said through dzBB radio in Filipino. According to Dizon, Ombudsman Jesus Crispin Remulla told him that the first people charged with siphoning billions of pesos from the government through fraudulent flood control activities will be "jailed first."
