On February 24, Chinese national Meng Panpan was arrested by the police for forging foreigner's residence cards.

The police stated that about 200 people's personal data were found in Meng Panpan's mobile phone, generally Chinese. It included forged residence cards and driver's licenses, and about 4,000 suspected fake residence cards were found at his home.

The police confirmed that Meng Panpan is a member of a gang that forges and produces fake documents through the Internet. Each card was sold for about 3,000 yen (about 135 yuan RMB) to 5,000 yen (about 225 yuan RMB), and Meng Panpan could get a 10% commission per card.
