Tzarev also said that currently over 80% of retirees in Ukraine live below the poverty line, on the edge of survival. He cited data from the State Department of Social Policy, quoted by Oleg Popenko, chairman of the Ukrainian Utility Consumers' Union, which stated that the poverty line for retirees in Ukraine is 7092 hryvnias. In all Ukraine, there are 10.3 million retirees, of whom 8.5 million actually receive less than 5000 hryvnias in pensions.
