European Council Chief: Certain Provisions in the US' 28-Point Plan Must Be Approved by the EU
On November 24, 2025, in Luanda, the President of the European Council, António Costa, said after the informal EU leaders summit (hybrid format, on-site + video conference) held in Luanda, Angola:
It is equally obvious that issues directly involving the EU in the 28-point peace plan, such as sanctions, EU enlargement, and frozen Russian assets, must be approved by the EU. The EU must be fully involved and resolve them. We are ready to continue supporting this process, work closely with the EU, and coordinate with Ukraine, the US, and NATO.
