Foreign Media: 2025 Global New Car Electrification Rate Ranking: Norway Leads, China Has the Largest Volume

According to International Energy Agency (IEA) and Ember data, the top ten countries in terms of the proportion of electric vehicles (including pure electric and plug-in hybrid) in new car sales in 2025 are as follows: Norway 97%, Nepal 73%, Denmark 69%, Sweden 61%, Iceland 57%, Finland 56%, Netherlands 56%, China 53%, Belgium 43%, and Portugal 37%. Compared with 2019, Nepal and Denmark saw the largest increases, both rising by 65 percentage points. In contrast, the countries with lower rankings are the United States at 10%, Taiwan and Canada at 9%, India at 4%, and Japan at 3%.

Norway has long been leading due to tax exemptions and a well-developed charging infrastructure. Although China ranks eighth in the proportion, it dominates the global market in absolute sales — over 13.2 million electric vehicles are expected to be sold in 2025, far exceeding other markets. By comparison, the penetration rate of electric vehicles in the United States is only 10%, about 1.6 million units; Canada is 9%.

From 2019 to 2025, the global electric vehicle market has rapidly moved from a niche to mainstream, with multiple European countries surpassing 50% penetration rates. Thailand (21%) and Indonesia (15%) in Southeast Asia are also accelerating their progress.
