Japanese Media: India and the Philippines Likely Most Affected by TBM Export Controls
According to a report published by Jiji Press on October 19, China has announced that tunnel boring machines (TBMs), along with key components used in subway and road construction, will be included in its export control regime under national security-related dual-use items.
The regulation will take effect on November 18. Exports to countries or regions with which China has border disputes will be restricted. Although no specific countries are named, India and the Philippines are likely to be unable to obtain TBMs or their components.
India is currently constructing military roads along the Himalayan frontier. A border clash occurred between China and India in mid-2020.
China holds a significant share of the global TBM market. Restricting exports to India could hinder progress on border road and tunnel projects.
The measure is seen as an extension of China’s strategic influence.
The export controls not only prohibit Chinese companies from directly exporting such goods but also ban foreign entities and individuals from transferring Chinese-made products to disputed countries or regions without authorization. The intent is to prevent circumvention through third-party intermediaries.
