Mr. President:

I thank all the speakers for their statements.

Climate change is a serious challenge facing humanity, which has already, is currently, and will continue to have a significant impact on the development of countries around the world and people's production and life. Global climate governance has never been as urgent and important as it is today. The Belém Climate Summit is being held, and this meeting is a key step in implementing the Paris Agreement, which will point the way for global climate governance in the next decade. China will continue to play a constructive role, support Brazil, the Chair, in its work, and work with all parties to achieve positive results and a successful outcome of the summit, injecting more stability and momentum into international cooperation on climate change.

The relationship between climate change and development is well known, and the connection between climate change and security is also increasingly drawing attention. In recent years, the Security Council has repeatedly debated and discussed issues related to climate and security. China believes that the Security Council can, according to its own responsibilities and authority, combine the existing agenda's conflict hotspots, analyze specific issues related to climate and security, and use its resources and means when possible to provide support and assistance to relevant countries in dealing with climate change, preventing and resolving conflicts. In this regard, Africa's special natural environment and its economic development model based mainly on agriculture make it more vulnerable to the effects of climate change. The situation of some African countries caught in conflict is typical and has always been a focus of the Security Council. I would like to make the following three points:

First, in recent years, regions such as the Sahel and Central Africa have continuously suffered from climate disasters, with floods and droughts intensifying resource competition, aggravating hunger and displacement, and increasing the risk of insecurity and instability in these countries. The international community should pay attention to the challenges that climate change poses to sustainable development in Africa and the security challenges that are indirectly caused, and actively respond to the calls and concerns of regional countries. It is especially important to encourage conflicting parties to reduce destruction of the natural environment and infrastructure, and prevent further exacerbation of climate change risks.

Second, preventing climate change from triggering a security crisis ultimately requires enhancing resilience to climate change through sustainable development. Africa has long suffered from colonial exploitation, unequal North-South development, and uneven distribution of resources, which are important reasons for its lack of climate resilience. The historical responsibility of developed countries should not be ignored. The international community should provide sufficient financial, technological, and capacity-building support to African countries to help them incorporate the fight against climate change into their national development plans based on their own conditions. Developed countries should fulfill their obligation to take the lead in significantly reducing emissions, fulfill their climate financing commitments, and increase technology transfer efforts.

Third, currently, there is a huge demand for green development, especially in developing countries. The international community should strengthen cooperation on green technologies and green industries, ensure the free flow of high-quality green products, and especially support Africa in building clean energy projects such as photovoltaics, hydropower, and wind power, striving to bridge the green technology gap and accelerate the transition to a green and low-carbon economy. All parts of the United Nations system, including peacekeeping missions and political missions authorized by the Security Council, should procure more high-quality and cost-effective green products, playing a leading role in promoting green and low-carbon practices, and minimizing carbon footprints as much as possible while balancing the operating costs and performance of the missions.

Mr. President,

China has always been an active participant, a major contributor, and a key leader in global climate governance. In September this year, President Xi Jinping announced China's new nationally determined contributions at the UN Climate Change Summit, demonstrating China's proactive attitude and firm determination to promote the process of global climate governance. Last month, the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China reviewed and approved the proposal on formulating the 14th Five-Year Plan for national economic and social development, proposing that China will accelerate the comprehensive green transformation of economic and social development in the next five years and actively and steadily advance and achieve carbon peaking.

At the Beijing Summit of the Forum on China-Africa Cooperation last year, China proposed the Green Development Partnership Initiative, which will implement 30 clean energy projects in Africa, help African countries establish meteorological early warning business platforms, and carry out cooperation on disaster prevention, relief, and biodiversity protection. As the U.S. representative just mentioned, one of the permanent members of the Security Council accounts for 26% of the global carbon emissions. I noticed his subtle way of expression. Since he is so subtle, I would like to subtly remind him that this permanent member of the Security Council has 1.4 billion people, its GDP ranks second in the world, and for many years, it has contributed over 30% annually to global economic growth. Its per capita carbon emissions are not at a high level globally. This permanent member of the Security Council is recognized by the international community as the country with the most determined will, the most powerful actions, and the most significant results in fulfilling its emission reduction commitments, and it is the absolute action-oriented country in the global fight against climate change.

At the same time, I would also like to subtly point out that there is another permanent member of the Security Council here, which is the country with the highest historical cumulative greenhouse gas emissions in the world, and its per capita carbon emissions have always been at the highest level in the world.
