【Text by Observer Net, Chen Sijia】On July 10 local time, U.S. Secretary of State Rubio met with Russian Foreign Minister Lavrov in Malaysia to discuss issues such as the Ukraine-Russia conflict. According to a report by CNN, Rubio said after the meeting that both sides had an "honest dialogue" and he conveyed to Lavrov the "disappointment and dissatisfaction" of U.S. President Trump regarding the deadlock in peace negotiations.

This meeting lasted about 50 minutes. The Russian Foreign Ministry issued a statement after the meeting stating that the U.S. and Russia exchanged "specific and honest" views on global issues such as Ukraine, Iran, and Syria. Both countries reiterated their commitment to peaceful resolution of conflicts, hoped to restore economic and cultural cooperation between Russia and the United States, and promote communication between Russian and American societies through methods such as resuming direct flights.

The statement emphasized that Lavrov and Rubio also stressed the necessity of further efforts to normalize bilateral diplomatic relations between Russia and the United States.

Rubio told the media that during the meeting, both sides exchanged some "ideas and opinions," and "I will transmit these opinions back to Washington via phone tonight at the earliest." He revealed that Lavrov proposed some "new ideas" for resolving the Ukraine-Russia conflict.

Rubio said that he conveyed to the Russians the disappointment and dissatisfaction of Trump regarding the deadlock in peace negotiations, "I agree with the President's (Trump) statement, I am disappointed that there is no progress in peace negotiations. We understand that these things require time and patience, but obviously we are also frustrated that more progress has not been made. We hope to have a clearer understanding of Russia's position and priorities and start making some progress."

He said that the U.S. wants to see a roadmap on how to end the Ukraine-Russia conflict and that the U.S. will continue to contact relevant parties to seek a solution to the conflict.

CNN previously reported that U.S. Defense Secretary Hagel approved the suspension of the delivery of certain weapons to Ukraine, but did not inform the White House beforehand. Less than a week later, Trump ordered the resumption of military aid to Ukraine, announcing that it would deliver more defensive weapons to Ukraine.

Regarding the U.S. government's repeated stance on aiding Ukraine, Rubio explained on the 10th that the outside world "misinterpreted" the U.S. decision to suspend the delivery of certain weapons, saying that the U.S. "only conducted a very limited review of certain types of ammunition" to ensure that the U.S. "has enough ammunition stockpiles." He stated that the related decision was "logical."

"No policy decision has been made. In fact, no one has said that we will not deliver weapons to Ukraine again. Congress has approved this resolution, and it has been implemented continuously," Rubio said. "However, during the review process, some shipments may be slowed down, but not stopped, because they are under review."

Rubio added that the U.S. is "actively" discussing with European countries the provision of the "Patriot" missile defense system to Ukraine. "It would be great if some countries that have already ordered 'Patriot' missiles and are about to receive them voluntarily delay the shipment and send them to Ukraine."

AP pointed out that this is the second meeting between the foreign ministers of the U.S. and Russia since Rubio became U.S. Secretary of State. In February this year, Rubio and Lavrov met in Riyadh, the capital of Saudi Arabia, when the Trump administration was testing Russia's and Ukraine's willingness to achieve peace. Over the past few months, due to the lack of progress in the Ukraine-Russia talks, Rubio and Lavrov have spoken on the phone many times.

Trump has recently frequently expressed his dissatisfaction with Russia in public. On July 8 local time, Trump bluntly said he was "very dissatisfied" with Russian President Putin, and even swore in front of the media: "If you want the truth, Putin said a lot of bullsh*t to us. His attitude has always been good, but the result is meaningless."

Regarding the progress of the Ukraine-Russia negotiations, Russian President's press secretary Peskov said on the 10th that it cannot yet be considered that the mediation process of the Ukraine-Russia conflict has stalled. "We have repeatedly stated that we prefer to achieve our goals through peaceful political and diplomatic means. But before the goal is achieved, the 'special military operation' will continue, and the situation changes every day."
