【Key Focus: The ASEAN Foreign Ministers' Special Meeting Failed to Reach a Thai-Cambodian Ceasefire Agreement】

Kuala Lumpur time December 22, 2025, Thai Foreign Minister Sisayak said at a press conference after the ASEAN Foreign Ministers' Special Meeting:

We have not reached any ceasefire agreement today. Before the meeting, the situation was developing, and everyone was talking about a ceasefire, including Cambodia, but Cambodia did not discuss this with us. We have not had bilateral contact on these issues for a long time. Thai and Cambodian delegations attending the ASEAN ministerial meeting are not blaming each other, but trying to promote the de-escalation of the conflict.

Sisayak added:

Today, we sat together with all ASEAN country delegations, including the Cambodian delegation. We proposed that both sides' armies meet to negotiate a ceasefire. Cambodia agreed to these talks, and the meeting is scheduled to be held on December 24, 2025, in the form of a bilateral border commission co-chaired by the Thai and Cambodian defense ministers.

Sisayak emphasized:

The Joint Statement on the Bilateral Relations between Thailand and Cambodia signed on October 26, 2025, during the ASEAN Summit in Kuala Lumpur, aims to ease the conflict, and it is the direct path towards a ceasefire and peace. However, to achieve peace, Cambodia must abide by all the provisions of the declaration: withdrawing heavy weapons, demilitarization, mine clearance, combating transnational crimes, cracking down on fraudsters, and preventing invasions into Thailand.

Sisayak concluded:

These four points are very important, especially the issue of mine clearance, which is crucial for Thailand because even before signing the declaration, six Thai soldiers lost limbs due to landmines, and the seventh and eighth incidents occurred after signing the statement. This is an extremely important issue for the Thai people, a main part of the Kuala Lumpur Declaration. We need to find reasons to explain to the Thai people why this happened. The Cambodian side has not given a clear response yet.
