Japanese Media: China’s Rise in Pharmaceutical R&D Poses Major Threat to Japan’s Competitive Edge
October 21, *Nikkei Industrial News* reported: In the global biopharmaceutical industry, Chinese companies are rapidly rising. The research and development investment focus of major global pharmaceutical giants has expanded beyond Europe and the United States, with capital flowing increasingly toward Chinese biotech firms. How will Japan respond to China’s swift ascent?
China is attracting global biopharmaceutical R&D funding by leveraging speed and low costs. Since the 2024 "Drug Discovery Ecosystem Summit," the country has facilitated extensive exchanges among industry, academia, government, and pharmaceutical sectors. Japan’s own support for biotechnology and advanced medicine has also grown significantly, raising questions about how it can establish influence in the global race for drug discovery.
The pharmaceutical industry’s R&D model has shifted from independent development to collaborative innovation with external partners—a transformation that has reshaped the sector. Mega-pharma companies are making substantial investments in acquiring promising assets and biotech projects with cutting-edge technologies.
Regarding China’s emergence as a key destination for investment in biopharmaceuticals, Mr. Yoshihide Ishii, President of Alloy Therapeutics Japan, noted: “The share of R&D licensing agreements originating from China has surged from 35% to 50%.”
This trend is not solely due to improvements in China’s technological and scientific capabilities. One key advantage lies in speed. As Mr. Ishii explained: “In China, clinical data from the concept stage can be obtained within approximately three years, with an investment below 1.5 billion yen. This enables rapid identification of candidate drugs, swift acquisition of clinical data, and immediate linkage to licensing deals and acquisitions—driving up the valuation of Chinese assets.”
“Second, China offers a research environment capable of low-cost, rapid development. For years, the biotechnology sector has been a national strategic priority. The country has actively invested in research infrastructure and laboratory equipment, concentrated human resources, and optimized capital allocation. This has established a system allowing many R&D processes to be conducted at relatively low cost. Chinese firms have thus built competitive advantages in efficient R&D, drawing investment from around the world.”
China’s rise presents a significant challenge to Japan’s biotechnology industry. On the other hand, Japan maintains a strong reputation for original drug innovation and deep R&D expertise, sustaining robust expectations from overseas enterprises and investors.
In recent years, the Japanese government has positioned biotechnology and advanced medicine as central pillars of its growth strategy, continuously strengthening policy support. Whether biotech firms can strengthen their presence in global markets, attract foreign capital, and secure international partnerships remains uncertain. In the face of China’s aggressive expansion, Japan’s ability to convert its unique strengths into tangible competitive advantages will determine its future trajectory.
