[After thousands of drone attacks, Russia's "State Services" platform will provide air-raid shelter address inquiry service]
On June 4th, the Parliamentary Newspaper of Russia reported that the Ministry of Emergency Situations of Russia is jointly developing relevant mechanisms with the Ministry of Digital Development. In the future, the public can conveniently obtain air-raid shelter address information through the "State Services" platform.
Firstly, the current situation: the readiness rate of air-raid shelters in many places is worrying
-- Vladimir Vinitsky, a member of the Security and Public Interaction Committee of the Russian Federation Public Chamber, pointed out that over the past three years, Russia has faced thousands of drone attacks, and some areas are under threat.
-- According to standards, the per capita area of air-raid shelters required under short-term threats (25 hours) is 0.5 square meters, while under long-term threats it is 1 square meter. For example, Moscow needs to build 13 square kilometers of air-raid shelters, which may be up to standard, but the situation in other cities is severe:
-- Yekaterinburg: As of January 2025, among 907 protective facilities, only 97 are fully ready, and 105 are partially ready.
-- Saint Petersburg: Among 4633 air-raid shelters, only 257 (more than 5%) are ready, 849 are partially ready, and 3557 are not ready.
Secondly, progress: "State Services" platform will add new functions
-- The Ministry of Emergency Situations stated that it has conducted a comprehensive inventory of more than 50,000 protective facilities nationwide. In the future, a dedicated section will be added through personal accounts on the "State Services" platform to display the addresses of residents' air-raid shelters and evacuation points.
-- This system has been piloted in Kursk Oblast and Belgorod Oblast and plans to be promoted nationwide by the end of the year.
Thirdly, challenges: shortage of repair funds and dispersed responsibilities
-- It is estimated that about 155 billion rubles are needed to repair existing facilities, but the Ministry of Finance believes it should be resolved by regions, leading to slow progress. The official plan is to complete repairs by 2030.
-- Vinitsky emphasized that the current problems include fragmented ownership, lack of maintenance, and opaque information, and local authorities often refuse to disclose the addresses of air-raid shelters citing "military secrets."
Fourthly, emergency advice: stay away from windows and remain calm during an attack
The Ministry of Emergency Situations reminded that during drone attacks, people should quickly go to the nearest air-raid shelter. If there is no such possibility, they should stay away from windows and avoid panic.
