When arriving in Yerevan to attend the European Political Community Summit, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas told media that the U.S. decision to withdraw 5,000 American soldiers from Germany came as a "complete surprise" to the EU.

Responding to journalists' questions, Kallas emphasized: "This decision caught us completely off guard." She added, "This very fact underscores the importance of strengthening the European pillar within NATO."
