Foreign media: According to documents disclosed by the Amsterdam Court of Appeal in the Netherlands, the United States had warned the Dutch government several months ago that if the Chinese CEO of chip manufacturer Nexperia, Zhang Xuezhen, was not replaced, the company would be subject to U.S. "Entity List" sanctions.

The United States had informed the Netherlands in June that it would amend the Entity List rules to expand the blacklist to subsidiaries that hold more than 50% of the sanctioned companies. Nexperia is a wholly-owned subsidiary of the Chinese company Wenxiang Technology, which is under sanctions.

To avoid sanctions, the Dutch government took over Nexperia under the "Availability of Goods Act" and replaced Zhang Xuezhen, causing dissatisfaction from China.
