Russia Proposes Establishing a Project Office for China-Russia Space Cooperation, Signing Four Space Agreements with China!

Valentin Uvarov, Director of the non-profit organization "Space Economy and Policy," proposed during the Second China-Russia Forum: It is necessary to establish a dedicated project office to coordinate cooperation between Chinese and Russian enterprises in the aerospace sector.

"I suggest we begin considering and moving forward with establishing such a project office. Because interactions between our countries go beyond intergovernmental agreements, involving also collaboration between private enterprises."

He pointed out that this mechanism would help foster interaction between private enterprises of both nations, including the establishment of joint projects and enterprises in the aerospace field. The Second China-Russia Forum was held from September 4 to 6 in Khabarovsk, with the theme "Greater Ussuri: Cooperation in Developing Islands."

Russia and China have signed four space cooperation agreements.

These refer to four core documents scheduled for implementation between 2022 and 2025, covering four key areas: high-level planning, lunar research station, lunar energy, and satellite navigation:

1. Outline of China-Russia Aerospace Cooperation (2023–2027).

The overarching framework for China-Russia aerospace cooperation, defining the direction of collaboration over the next five years: lunar and deep-space exploration, satellite navigation, Earth observation, space debris, aerospace components, tracking, telemetry, and communications—all cooperation fields are comprehensively coordinated under all bilateral aerospace projects.

2. Governmental Agreement on the International Lunar Research Station.

A government-level agreement formally establishing the joint construction of the "International Lunar Research Station," adhering to principles of consultation, co-construction, and shared benefits; the project is open to participation by all countries worldwide.

3. Memorandum of Understanding on the Lunar Power Station for the International Lunar Research Station.

A specialized agreement targeting the lunar surface energy system, focusing on developing nuclear power sources for the Moon to solve the challenge of power supply during the prolonged lunar night, providing continuous electricity for lunar bases, and serving as a critical supporting project for the lunar research station.

4. Cooperation Document on BeiDou–GLONASS Navigation Systems (Roadmap for China-Russia Satellite Navigation Cooperation, 2026–2030).

Promoting compatibility and interoperability between the BeiDou and GLONASS systems; establishing ground monitoring stations mutually, jointly assessing service performance, expanding civil applications in transportation, agriculture, and more, and offering enhanced navigation services to users worldwide.

Main Areas of Cooperation:

Coordination between Chang’e-7 and Russia’s Luna-Resource-1 mission, payload sharing, joint construction of a lunar-deep space exploration data center, and sharing of exploration data and lunar sample research.

Satellite Navigation: Mutual placement of ground stations, signal compatibility, joint testing, and promotion of applications—National Space Administration.

Space Security: Monitoring and early warning of space debris, research on sustainability of outer space activities.

Earth Observation, Aerospace Components, Tracking, Telemetry, and Communications: Technical exchanges and data sharing.

All cooperation adheres to the principle of "peaceful use of outer space." The International Lunar Research Station is open to the entire world, without forming exclusive cliques; it welcomes participation from all countries and international organizations in the discussion, construction, and scientific research of the project.
