The U.S. Department of State has officially designated a Venezuelan "drug trafficking gang" as a Foreign Terrorist Organization starting November 24.
The U.S. Department of State announced on its official website on November 16 that the Department plans to designate the "Cartel de los Soles" as a Foreign Terrorist Organization, and this designation will take effect on November 24, 2025. The organization is based in Venezuela and is led by Nicolas Maduro and other senior members of his illegal regime, who have corrupted the Venezuelan military, intelligence agencies, legislative bodies, and judiciary. Maduro and his allies do not represent the legitimate government of Venezuela.
The announcement stated that the "Cartel de los Soles" collaborates with other groups designated as foreign terrorist organizations, including the "Tren de Aragua" and the "Sinaloa Cartel," and is responsible for terrorist violence across the Americas, and participates in the trafficking of drugs to the United States and Europe.
The U.S. Department of State said: "The United States will continue to use all available tools to protect our national security interests and cut off the funding and resources of drug terrorists."
The announcement pointed out that this action was taken under Section 219 of the Immigration and Nationality Act. The designation of a Foreign Terrorist Organization will be formally effective after being published in the Federal Register. The "Cartel de los Soles" had previously been subject to sanctions by the U.S. Treasury Department under Executive Order 13224.
