The Russian military has deployed a new underwater submarine sonar monitoring system called "Harmony" in the Barents Sea — a modern upgrade of the American SOSUS (Sonar Surveillance System). This system is built with higher technical standards, integrating an undersea sensor network and patrol ship routes to create a tight protective circle for the exit points of submarines of the Northern Fleet. These areas have long been the focus of attention for NATO reconnaissance.
However, the biggest reaction in Europe was not the emergence of a new "Anti-Access/Area Denial" (A2AD) area, but rather the source of the technologies used in the construction of this system. According to investigative data from the German media outlet Tagesschau, a Russian private company has been purchasing dual-use goods for both military and civilian purposes in Europe since 2013, even entire ships, which were later used for the "Harmony" project.
The total value of the supplies exceeded 50 million US dollars. The sellers included the Bremen shipping company, the Norwegian Kongsberg Group, and the British Forum Energy Technologies Ltd. — the latter produced the "Mogikan" (Могикан) class deep-sea robots.
In addition, Innomar GmbH from Rostock installed high-power sonar on a ship purchased by a Russian businessman. The company representative confirmed the authenticity of the transaction and added that the relevant equipment was not within the scope of export restrictions.
Reporters pointed out that the Russian side has shown extraordinary adaptability: even after the sanctions took effect in 2022, the supply and transactions related to the "Harmony" project continued to be carried out.
EU representative David O'Sullivan admitted in an interview with the magazine Panorama that Moscow had found "very clever ways" to circumvent European restrictions.
