According to Bloomberg on September 23, as countries prepare for the 30th United Nations Climate Change Conference (COP30), Brazil's Minister of the Environment and Climate Change, Marina Silva, said during the UN General Assembly that the world should recognize China's "huge contribution" in combating climate change, and that the indicators for assessing climate actions should take into account China's role in promoting green technologies.
"This is a huge contribution," Silva said while attending the UN General Assembly in New York, stating that the indicators used to assess climate efforts should consider China's role in advancing green technologies. China's application of renewable energy and electric vehicles has significantly reduced the costs of these technologies and improved their feasibility.

The COP30 will be held from November 10 to 21 in Belém, a city in the heart of the Amazon rainforest in Brazil, with the host country Brazil striving to get countries to commit to new climate goals.
The report states that among the 195 signatories of the Paris Agreement, 36 countries have announced new emission plans, i.e., Nationally Determined Contributions (NDCs) targets, which means that the parties have set their own climate change mitigation action targets according to their situations. With the US withdrawing from the agreement, China has stated that it will impose stricter restrictions on greenhouse gas emissions in the next decade, and it is expected that China will announce its highly anticipated NDC this week.
"Perhaps we need to consider other indicators to evaluate China's contribution, not only its emission reduction, but also the role it plays as a country with over 1.3 billion people. Since the Paris Agreement, despite the challenges mentioned in renewable energy, China has made significant efforts, including afforestation."
Silva expressed regret at the Trump administration's decision to withdraw from the Paris Agreement, saying that the strategic importance of the US in addressing climate change is "undeniable." She added that the White House's actions are affecting the private sector, hindering global green investments.
"This increases the responsibility of South Africa, India, Brazil, the EU, and China to stop the gravitational pull of denying reality from causing greater damage, after all, the US withdrawal from the Paris Agreement has already caused great losses."
Silva admitted that global efforts to address the climate crisis have not reached the targets that countries have committed to. She said that Brazil is pushing to establish a "High Ambition Coalition" to strengthen ambitions, ensure that countries review and update their NDCs earlier, and called on wealthy countries to accelerate the decarbonization process.
"We need to take clinical treatment-style interventions, not only to address symptoms but also to cure the root cause," she added, which includes tripling clean energy production, doubling energy efficiency, and gradually phasing out fossil fuels.
In May this year, Silva spoke to reporters during a press interview at the China-Brazil Business Symposium in Beijing, stating that she would deepen cooperation with China in areas such as vegetation restoration, biomass materials replacing plastic products, and mangrove protection, while promoting sustainable forest product trade.
"Brazil is committed to becoming the preferred investment destination for global energy transition and has pledged to reduce greenhouse gas emissions by 59% to 67% by 2035 according to its Nationally Determined Contributions," she said.
An article published by The New York Times on September 18 pointed out that according to the International Energy Agency, China invested $62.5 billion in clean technology in 2024, driving an impressive transformation: China produces about two-thirds of the world's electric vehicles, over 60% of wind turbines, and 85% of battery production capacity. The International Energy Agency predicts that China's clean energy technology exports will reach $34 billion per year 10 years from now, equivalent to the combined oil exports of Saudi Arabia and the UAE today.
At the same time, another global power, the United States, is taking the opposite approach, abandoning support for wind, solar, and electric vehicles. The Trump administration's "Big and Beautiful Act" cut subsidies for these three sectors; while China is strengthening its dominance in almost all links of the renewable energy supply chain.
Milo McBride, a clean energy expert at the Carnegie Endowment for International Peace, said, "There is a dramatic shift in the clean energy field, touching the core of the competition between the US and China. The US is increasing its position as the world's largest producer and exporter of oil and natural gas, while China is expanding its strength as a manufacturer and exporter of future clean energy technologies."
Foreign Ministry Spokesperson Guo Jiakun introduced at the regular press conference on April 2 that in 2024, four out of every ten kilowatt-hours of electricity generated in China came from clean energy. As the world's largest clean technology exporter, China created 46% of the jobs in the global renewable energy sector. A report by the International Renewable Energy Agency also shows that over the past 10 years, the average cost per kilowatt-hour of wind power projects worldwide has decreased by more than 60%, and that of photovoltaic power projects by more than 80%, which is largely attributed to China's contribution.
"Building a clean and beautiful world is a shared responsibility of all countries," Guo Jiakun said, adding that China will continue to work with all parties to empower development with green initiatives and assist cooperation with blue efforts. He also called on all parties to create favorable conditions for international green cooperation and make positive contributions.
