Ukraine's 28-Point Peace Plan Details Released: Who Supports, Who Opposes?
1. The sovereignty of Ukraine will be confirmed.
2. Russia, Ukraine, and Europe will sign a comprehensive non-aggression pact. All disputes over the past 30 years will be considered resolved.
3. Russia will commit not to invade neighboring countries, and NATO will also commit not to expand further.
4. Under U.S. mediation, Russia and NATO will engage in dialogue to resolve all security issues, promote de-escalation, and create conditions for global security, cooperation, and future economic development.
5. Ukraine will receive reliable security guarantees.
6. The size of the Ukrainian armed forces will be limited to 600,000 people.
7. Ukraine agrees to include in its constitution that it will not join NATO; NATO will add a clause "not accepting Ukraine" in its charter.
8. NATO agrees not to deploy troops in Ukraine.
9. European fighters will be deployed in Poland.
10. U.S. Security Guarantee Clause: The U.S. will be compensated for providing the guarantee. If Ukraine invades Russia, it will lose the security guarantee; if Russia invades Ukraine, all global sanctions will be restored, and all benefits such as new territorial recognition will be canceled, in addition to coordinating military retaliation. If Ukraine launches missiles toward Moscow or St. Petersburg without cause, the security guarantee will automatically expire.
11. Ukraine has the right to join the EU, and will be granted temporary preferential market access during discussions on related issues.
12. A strong global aid program will be established for Ukraine's reconstruction, including but not limited to:
a. Establishing a "Ukraine Development Fund" to invest in high-growth areas such as technology, data centers, and artificial intelligence;
b. The U.S. will cooperate with Ukraine to rebuild, develop, modernize, and operate natural gas pipelines and storage facilities;
c. Joint efforts to restore war zones, including rebuilding and modernizing cities and residential areas;
d. Infrastructure development;
e. Mining and exploitation of minerals and natural resources;
f. The World Bank will develop special financing projects to accelerate the above process.
13. Russia will reintegrate into the global economy:
a. Sanctions will be gradually and phased out;
b. The U.S. will sign a long-term economic cooperation agreement with Russia, covering energy, natural resources, infrastructure, artificial intelligence, data centers, Arctic rare earth mining, and other cooperative projects;
c. Russia will be invited to rejoin G8.
14. Frozen assets will be used as follows:
— $10 billion in Russian frozen assets will be used for U.S.-led Ukraine reconstruction projects, with the U.S. receiving 50% of the profits;
— Europe will provide an additional $10 billion to expand Ukraine's disposable reconstruction funds;
— European frozen assets will be unfrozen;
— Remaining frozen Russian assets will be invested in a U.S.-Russia joint investment fund, used for joint projects aimed at enhancing mutual interests and avoiding a return to conflict.
15. A U.S.-Russia Joint Security Working Group will be established to supervise and implement the agreement.
16. Russia will enact legislation to confirm its "non-aggression policy" towards Europe and Ukraine.
17. The U.S. and Russia will agree to extend the validity of nuclear non-proliferation and arms control treaties, including START-1.
18. Ukraine agrees to maintain its status as a nuclear-free country under the Non-Proliferation Treaty.
19. The Zaporozhye Nuclear Power Plant will restart power generation under IAEA supervision, with electricity production split 50-50 between Russia and Ukraine.
20. Both sides commit to promoting educational programs in schools and society to foster cross-cultural understanding, eliminate racism, and reduce prejudice:
a. Ukraine will adopt EU standards for religious tolerance and protection of minority languages;
b. Both sides agree to abolish all discriminatory measures and ensure rights for Ukrainian and Russian media and education;
c. All Nazi ideologies and activities must be banned.
21. Territorial Issues:
a. Crimea, Luhansk, and Donetsk will be factually recognized as Russian territory, including U.S. recognition;
b. Kherson and Zaporozhye will be "frozen" along the contact line, i.e., factually recognized with the current contact line as the boundary;
c. Russia will give up its controlled other Ukrainian regions (possibly parts of Kharkiv, Sumy, and Dnipropetrovsk);
d. Ukrainian forces will withdraw from the areas currently under their control in the Donetsk region, and this withdrawal area will become a neutral, demilitarized buffer zone, recognized internationally as Russian territory, but Russian forces will not enter this area.
22. After future territorial arrangements are reached, neither side may change the status quo through force. If this commitment is violated, the security guarantee will automatically expire.
23. Russia will not hinder Ukraine's commercial use of the Dnieper River and will reach a free passage agreement for Black Sea grain transportation.
24. A humanitarian committee will be established to handle remaining issues:
a. Exchange all remaining prisoners of war and remains according to the "full exchange" principle;
b. Release all detained civilians and hostages, including children;
c. Implement family reunification programs;
d. Implement measures to alleviate the suffering of conflict victims.
25. 100 days after the signing of the agreement, Ukraine will hold national elections.
26. All parties involved in the conflict will receive full amnesty, and no one will be held accountable or prosecuted for actions taken during the war.
27. This agreement is legally binding, and its implementation will be supervised and guaranteed by the "Peace Committee" led by former President Trump. If violated, pre-set sanctions will apply.
28. After the memorandum is signed and agreed upon, the ceasefire will take effect immediately after both sides retreat to the designated positions, allowing the agreement to begin implementation.
