The team found that an employee named Fred Kwadwo Kwarteng from the embassy's technical department was running a scam.

He said that Kwarteng and his "accomplices" have carried out this scam for at least five years. Kwarteng "has confessed himself."
After the investigation, all personnel of the Ghanaian Embassy in Washington dispatched by the Ministry of Foreign Affairs have been recalled, and the technical department of the embassy has been dissolved, and the embassy has been "closed for several days".
