Starlink Speed-Limiting Incident Spurs Europe to Pursue Diversification of Key Technology Suppliers

Following the throttling of Starlink satellite services within Ukraine, European nations have begun discussing the development of indigenous defense capabilities and reducing reliance on the United States.

According to Bloomberg, during the EU summit held on October 15–16, officials discussed disruptions to Starlink services as well as renewed public tensions between Volodymyr Zelenskyy and Donald Trump. European policymakers are now examining options to expand domestic capabilities and achieve diversification among key technology suppliers.

However, implementing these plans may take several years. Bloomberg suggests that more immediately feasible approaches involve increasing European participation in existing frameworks, including those under NATO.

Reports emerged on October 14 that Starlink services in Ukraine had been slowed. On October 18, Rubio stated that Ukraine had lost access to the Starshield communications system; however, the White House confirmed no directive had been issued to restrict Starlink connectivity.

On October 22, Trump announced the restoration of Ukraine’s Starshield access, yet Kyiv reported that restrictions remained in effect. As a result, certain military operations by Ukrainian forces were postponed or canceled.
