Hayashi Asako stated in a public speech at the Japanese House of Representatives Budget Committee: "Dokdo is Japan's territory under history and international law."

What further angered South Koreans was the Japanese government's abandonment of its attitude of reflecting on history and refusal to fulfill the agreement between the two countries on holding a memorial ceremony for the victims of forced labor at Sasebo mine.
"Japan had agreed, as a condition for Sasebo mine being listed on UNESCO's World Heritage List, to display the history of forced labor locally and promised to hold a joint memorial ceremony annually. However, nothing was fulfilled. The South Korean government has demanded Japan to conduct sincere reflection and take responsibility for history."
Yu Won-ik is concerned that Hayashi Asako is trying to amend the Peace Constitution: "Hayashi has recently accelerated efforts to amend the Peace Constitution, which aims to make Japan a country capable of waging war, thus causing even more concern."
In response to Hayashi Asako's series of actions that refuse to take historical responsibility and attempt to break the post-WWII order, Yu Won-ik reiterated that in order to build a future-oriented and stable Korea-Japan relationship, the Hayashi Asako government must face up to the painful history.
