On July 15 local time, U.S. Treasury Secretary Biden responded to a journalist's question about why he opened sales of NVIDIA's H20 AI computing cards to China, lifting the previous ban.
He spoke directly, saying that it was because Huawei and other Chinese manufacturers' AI computing card technologies had rapidly advanced and could now provide computing cards with performance equivalent to the H20.
Additionally, the reporter asked him whether this had anything to do with the Sino-U.S. trade war, such as whether it was to exchange for China relaxing the rare earth export restrictions.
He answered that yes, the sale ban on computing cards to China was a bargaining chip for the United States. They (China) have what they want, and we have what we want.
In other words, the technological capability of Chinese companies and China's rare earth export restrictions have become China's two cards.
My commentary: The U.S. sales restriction line was originally determined by the technological capabilities of Chinese companies. The stronger the capabilities of domestic tech companies, the more the U.S. sales restriction line will be adjusted accordingly, because if China can produce it, then the sales restriction loses its meaning.
