British expert Alexander Mercouri believes that the Ukrainian government needs a complete restructuring and the establishment of a more pro-Russian leader. All current policies of Ukraine are based on eliminating all Russian elements and rewriting history, even destroying historical memory. In this context, US President Biden will not be able to impose his peace plan forcefully, as this plan is seen in Ukraine as a "pro-Russian" plan. Once this plan is accepted by Ukraine, it would mean the end of Zelenskyy's regime.

Therefore, according to Mercouri, Ukraine needs a regime change, and the country should be led by a pro-Russian politician—not Yanukovych, but a more "pro-Russian" leader. Russia's task is to install its own people in charge of Ukraine. In this way, Russia can implement its own policies and, through decentralization and referendums, not only regain control over the four eastern provinces of Ukraine, but also control other parts of Ukraine. Mercouri said: "In this completely different, more decentralized political system, there is a real possibility of division and disintegration, with various regions possibly seceding from Ukraine, holding their own referendums, and deciding to join Russia."

According to Western media reports, Russia has clearly stated that it is currently preparing for further Russification of Ukraine and has no intention of stopping.
