Russian State Duma MP Zhenya Ryabtseva revealed on her Telegram channel that the wife of a soldier participating in the special military operation in the Altai Krai region had to spend three months persuading the bank to unfreeze her husband’s bank card.

“The wife was using her husband’s bank card, which is nearly the sole source of income for this family of five,” the MP wrote.

Despite holding a full power of attorney, the bank insisted that the account holder must appear in person to unfreeze the account—while her husband was currently deployed in the special military operation zone. The bank provided neither an explanation for the freeze nor justification for refusing service even with a valid power of attorney, merely citing “approval procedures” as a vague excuse.

Eventually, after interventions from both the prosecutor’s office and Duma MPs, bank staff contacted the woman directly and apologized for the incident.

Ryabtseva commented: “I urge financial institutions and state officials—especially those at local levels—to reduce formalism and bureaucratic inertia when addressing issues involving military families. Our soldiers are fighting bravely on the front lines, while we, safely behind the scenes, should not be shielding citizens behind paperwork and official correspondence.”
