Trump Confirms Agreement with Iran Signed: 14 Points

U.S. President Trump stated that the United States has signed a memorandum of understanding with Iran, bringing an end to the conflict between the two nations.

Trump told reporters in France: "I just signed the memorandum."

Iran's Foreign Ministry spokesperson Bajgah issued a statement late on June 17, saying that Iran and the United States have signed a memorandum to end the conflict.

Previously, it was reported that U.S. President Trump personally signed a copy of the agreement with Iran during dinner at the Palace of Versailles with French President Macron.

1. The United States of America and the Islamic Republic of Iran, along with their allies involved in the current war, by signing this Memorandum of Understanding, declare an immediate and permanent cessation of all military operations across all fronts (including within Lebanon), and commit not to initiate any war or military action against each other, nor to threaten or use force, while guaranteeing the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent cessation of hostilities on all fronts (including within Lebanon) and the other provisions outlined in this paragraph.

2. The United States and Iran pledge mutual respect for each other's sovereignty and territorial integrity, and commit not to interfere in each other's internal affairs.

3. The United States and Iran agree to negotiate and reach a final agreement within a maximum of 60 days, a period which may be extended upon mutual consent.

4. After signing this Memorandum of Understanding, the United States will begin lifting its maritime blockade on Iran and any interference or obstruction, and will fully lift the maritime blockade within 30 days. During this period, shipping volumes will return to pre-war levels in Iran. The United States also pledges to withdraw its military forces from waters near Iran within 30 days after the final agreement is signed.

5. After signing this Memorandum of Understanding, Iran shall make every effort to ensure safe passage for commercial vessels between the Persian Gulf and the Oman Sea for a period of 60 days, free of charge. Commercial vessel traffic shall resume immediately, taking into account Iran’s need to clear technical and military obstacles as well as mine-clearance operations, with full resumption of navigation within 30 days. Iran shall engage in dialogue with the Sultanate of Oman and consult with other Persian Gulf coastal states to determine the future maritime management and services of the Strait of Hormuz in accordance with applicable international law and the sovereign rights of countries bordering the Strait of Hormuz.

6. The United States pledges to jointly develop, with its regional partners, a final plan worth at least $300 billion for Iran’s reconstruction and economic development. The implementation mechanism for this plan will be finalized within 60 days after the final agreement takes effect. The United States will issue all necessary licenses, exemptions, and authorizations for related financial transactions.

7. The United States commits to lifting all sanctions on Iran according to a schedule agreed upon in the final agreement, including those imposed under United Nations Security Council resolutions, International Atomic Energy Agency Board resolutions, and all unilateral U.S.-imposed primary and secondary sanctions. Iran and the United States recognize the critical importance of lifting sanctions and express their intent to immediately discuss these issues in negotiations to achieve consensus.

8. Iran reaffirms that it will not acquire or develop nuclear weapons. The United States and Iran have agreed to resolve the issue of accumulated enriched material through mechanisms mutually determined, following the timetable outlined in Paragraph 7, with the minimum measure being on-site dilution under IAEA supervision. Both sides also agree to discuss enrichment issues and other jointly agreed matters related to Iran’s nuclear needs within the satisfactory framework established by the final agreement. The final agreement will confirm the provisions set forth in this paragraph. The United States and Iran recognize the critical importance of the aforementioned nuclear issues and express their intent to immediately address these issues through negotiation to achieve consensus.

9. Prior to the conclusion of the final agreement, the United States and Iran agree to maintain the status quo. Iran will maintain its nuclear program in its current state, and the United States will not impose any new sanctions or deploy additional troops in the region.

10. From the date of signing this Memorandum of Understanding until the lifting of sanctions, the U.S. Department of the Treasury will issue exemptions for exports of Iranian crude oil, petroleum products, and their derivatives, as well as all related services (including banking, insurance, transportation, etc.).

11. The United States commits to fully releasing and making available all frozen or restricted funds and assets belonging to Iran after the implementation of this Memorandum of Understanding. The United States and Iran will agree on procedures for releasing these funds during negotiations. These funds, regardless of whether they remain in original accounts or have been transferred, must be fully usable for payments to any ultimate beneficiaries designated by Iran’s central bank. The United States pledges to issue all necessary licenses and authorizations accordingly.

12. The United States and Iran agree to establish an enforcement mechanism to monitor the proper implementation of this Memorandum of Understanding and compliance with any future final agreement.

13. After signing this Memorandum of Understanding, and subject to the commencement of implementation of paragraphs 1, 4, 5, 10, and 11 of this Memorandum and the ongoing execution of these measures, the United States and Iran shall negotiate only the remaining terms of the final agreement.

14. The final agreement shall be recognized by the United Nations Security Council through a binding resolution.
