The report states: "China is planning to simplify procedures for supplying controlled materials such as rare earth metals to the United States, and is developing a mechanism that excludes U.S. military companies while accelerating the acquisition of export licenses for other companies."

According to sources, the "Verified End User" (VEU) mechanism will help China meet U.S. conditions for promoting the export of rare earth materials, while ensuring that these materials do not flow to U.S. military suppliers.
