According to the website of the Ministry of Transport, on October 10, the Ministry of Transport issued an announcement regarding the collection of special port dues for U.S. vessels. The full text is as follows:

On April 17, 2025, the Office of the United States Trade Representative issued a notice on 301 investigation measures against China's maritime, logistics, and shipbuilding industries. Starting from October 14, 2025, it will charge additional port service fees on vessels owned or operated by Chinese enterprises, Chinese-flagged vessels, and vessels built in China, which seriously violates the principles of international trade and the Sino-U.S. shipping agreement, causing serious damage to Sino-U.S. maritime trade.

Based on the laws and regulations such as the "Regulations on International Shipping of the People's Republic of China" and the basic principles of international law, with the approval of the State Council, starting from October 14, 2025, the special port dues for vessels that are owned by U.S. enterprises, other organizations, and individuals; vessels operated by U.S. enterprises, other organizations, and individuals; vessels owned or operated by enterprises and other organizations that directly or indirectly hold 25% or more equity (voting rights, board seats) of U.S. enterprises, other organizations, and individuals; vessels flying the U.S. flag; and vessels built in the United States shall be collected by the maritime management institutions at the port where the vessel calls. The relevant matters are announced as follows:

First, for the aforementioned vessels, the special port dues shall be charged per voyage, implemented in stages, and the specific charging standards are as follows (if less than 1 net ton, it shall be counted as 1 net ton).

(1) For vessels arriving at Chinese ports from October 14, 2025, the charge shall be 400 RMB per net ton;

(2) For vessels arriving at Chinese ports from April 17, 2026, the charge shall be 640 RMB per net ton;

(3) For vessels arriving at Chinese ports from April 17, 2027, the charge shall be 880 RMB per net ton;

(4) For vessels arriving at Chinese ports from April 17, 2028, the charge shall be 1120 RMB per net ton.

Second, if a vessel calls at multiple Chinese ports during the same voyage, the special port dues shall be paid only at the first port of call, and no further charges shall be imposed at subsequent ports. For the same vessel, the special port dues shall not exceed five voyages within one year.

Third, the Ministry will formulate specific implementation methods.
