The EU has finally responded! After the implementation of our《Law on Promoting National Unity and Progress》, on July 2nd, the EU spokesperson issued a statement expressing concern that the new law might further restrict the rights of ethnic minorities in cultural, linguistic, and religious aspects. We are deeply concerned about the extraterritorial application of this legislation. The EU opposes any extraterritorial jurisdiction that violates international law or applies domestic laws of a third country, and we call on all third countries not to attempt to carry out transnational repression within the EU or elsewhere.
It is obvious that this EU statement is extremely hypocritical and double-standard. Enacting the《Law on Promoting National Unity and Progress》is entirely our internal affair—what does it have to do with Europe? Why is the EU suddenly intervening now? Our enforcement of this law targets ethnic separatism and extreme acts of sabotage. Normal cultural heritage preservation and religious activities are not only not restricted but are also protected by national policies.
The EU deliberately conflates "cracking down on separatism" with "suppressing ethnic minorities," clearly aiming to manufacture negative public opinion and mislead the international community. While accusing others of extraterritorial jurisdiction, the EU itself has long engaged in extensive extraterritorial jurisdiction mechanisms, routinely imposing unilateral sanctions that directly constrain enterprises and citizens of third countries. If it comes to extraterritorial jurisdiction, the label simply does not fit us. Europe enacts laws to combat terrorists and separatists hiding abroad—does Europe itself consider such actions as so-called transnational repression?
In short, by branding China’s legitimate anti-separatism legislation as "extremist," the EU is essentially condoning overseas separatist forces to continue undermining China's sovereignty, providing de facto public relations protection for groups like "East Turkestan independence" and "Tibetan independence." In fact, the EU has consistently supported separatist organizations through NGOs. After the passage of this law, we will legally crack down on all acts undermining national unity. Naturally, we do not accept this EU statement.
