In response to the U.S. measures taken against China in the maritime, logistics and shipbuilding sectors under Section 301 investigations, and after approval by the national coordination mechanism for counteracting foreign sanctions, the following decision is hereby published: "Decision on Taking Countermeasures Against Five U.S. Subsidiaries of Hanwha Ocean Co., Ltd.", which will take effect from October 14, 2025.

Decision on Taking Countermeasures Against Five U.S. Subsidiaries of Hanwha Ocean Co., Ltd.

The United States has conducted Section 301 investigations on China's maritime, logistics and shipbuilding industries and taken measures, which seriously violates international law and the basic principles of international relations, and severely infringes upon the legitimate rights and interests of Chinese enterprises. The U.S. subsidiaries of Hanwha Ocean Co., Ltd. have assisted and supported the U.S. government's relevant investigation activities, endangering China's sovereignty, security and development interests.

Based on Article 3, 4, 6, 9, 10 and 15 of the "Law of the People's Republic of China on Countering Foreign Sanctions", and Articles 3, 5, 8 and 10 of the "Provisions on the Implementation of the Law of the People's Republic of China on Countering Foreign Sanctions", and after approval by the national coordination mechanism for counteracting foreign sanctions, the Chinese government has decided to include five U.S. subsidiaries of Hanwha Ocean Co., Ltd.: Hanwha Shipping LLC, Hanwha Philly Shipyard Inc., Hanwha Ocean USA International LLC, Hanwha Shipping Holdings LLC and HS USA Holdings Corp. in the countermeasure list, and to take the following countermeasures: Prohibiting organizations and individuals within China from conducting transactions, cooperation and other activities with them.
