Foreign media: On July 24, China's Ministry of Commerce announced that it would immediately prohibit the export of dual-use items to 14 EU entities, in response to the EU's passage the previous day of its 21st round of sanctions against Russia—sanctions that added 14 mainland Chinese and Hong Kong companies to restricted lists.
The entities targeted by China’s countermeasures include German defense and automotive giant Rheinmetall and Polish electronics company Vigo Photonics, among others. The ban also prohibits any organization or individual from transferring goods originally produced in China to these entities, except under special circumstances where a permit may be applied for.
An EU Commission spokesperson stated that they are analyzing China’s measures and will communicate with Beijing to clarify the situation. Dual-use items cover critical materials such as rare earths used in manufacturing drones and chips. China’s export controls have previously focused on the U.S. and Japan; in April this year, it had imposed sanctions on seven European entities over arms sales to Taiwan.
