The report devoted considerable space to discussing China, but the language was cautious and avoided harsh terms. It stated that the Trump administration would "rebalance the economic relationship with China, prioritize reciprocity and fairness to restore America's economic sovereignty"; U.S.-China trade should remain balanced and "focus on non-sensitive areas," as well as "maintain a truly mutually beneficial economic relationship with Beijing."
