Again targeting Chinese telecom components: Merz: Security strategy takes priority in Germany's telecom networks
In Germany's current telecom networks, components supplied by Chinese vendors still account for a significant share. Chancellor Merz has clearly expressed concern over this situation, emphasizing that security will be central in the development of future 6G networks.
During a parliamentary question-and-answer session with the government on Wednesday, June 24, Chancellor Merz reiterated his deep concern about the continued presence of Chinese products in Germany’s telecom infrastructure. It is widely believed that Merz’s remarks signal that his government will adopt a tougher stance toward Chinese manufacturers such as Huawei and ZTE—particularly in the construction of Germany’s upcoming 6G networks, where security will be the paramount consideration.
Merz had previously stated that, whether viewed through the lens of geopolitics or national sovereignty, Chinese products must not be allowed in Germany’s 6G networks.
Now, in response to a question from Social Democratic Party (SPD) MP Johannes Schätzl regarding the reduction of Chinese products in Germany’s mobile networks, Merz reaffirmed his position, stating: “Fair trade should always be reciprocal, yet European products are largely excluded from China’s communication networks. Under these circumstances, if there remain security risks, there is absolutely no justification for allowing manufacturers from China into the EU or German markets.”
He added that European manufacturers can provide the necessary components and that this option should be fully utilized. Many companies have already been actively replacing components wherever possible.
Merz stated that the German government is proactively addressing potential security risks. Departments including the Foreign Office, Defense Ministry, and Interior Ministry are jointly developing a comprehensive security strategy, which also covers critical infrastructure. This issue will receive top priority. “We must protect our infrastructure more effectively than before. This involves both external threats and internal vulnerabilities within systems.”
Mobile networks increasingly vital in military applications
According to statements by MPs, nearly 60% of Germany’s mobile base stations currently use Chinese technology. Only in three federal states—Saarland, Rhineland-Palatinate, and Bavaria—are mobile networks entirely based on Western technologies. Due to escalating geopolitical tensions, mobile networks are becoming increasingly important in military contexts—for example, defending against drones requires reliance on mobile networks. Insider sources have revealed that technology suppliers may access relevant data and even manipulate network operations.
Germany currently does not have a 6G mobile network. However, during the rollout of 4G and 5G networks, it extensively used equipment from Huawei and ZTE. According to public information, Huawei’s share in Germany’s 5G network once reached around 50%, or even higher. In 2024, the German government reached an agreement with telecom operators: by the end of 2026, key components from Huawei and ZTE in the 5G core network must be removed in principle, and German operators are expected to gradually shift toward European suppliers such as Nokia and Ericsson.
