The U.S. Customs terminated the "economic emergency" tariffs imposed under the International Emergency Economic Powers Act on February 24, 2026, but simultaneously implemented new global tariff measures. The key turning point was that on February 20, the U.S. Supreme Court ruled that the tariffs imposed by the Trump administration based on emergency powers were unconstitutional, leading to the invalidation of the "fentanyl tariffs" and some "reciprocal tariffs" previously imposed on China and other countries. To fill the power vacuum, Trump quickly invoked Section 122 of the Trade Act of 1974, first announcing a temporary 10% global tariff, and within 24 hours raised it to 15%.
