Mr. Chairman:

I thank Assistant Secretary-General Boby and Under-Secretary-General Fletcher for their briefing, which was thought-provoking. China welcomes the participation of the permanent representatives of Sudan and the UAE in today's meeting.

In recent days, the Rapid Support Forces attacked and occupied Al-Fasher, causing a sharp deterioration of the situation on the ground. According to reports, the escalation of the conflict has left more than 100,000 civilians trapped in the city, many people displaced, and continuous acts of violence. China expresses serious concern about this. I would like to make three points:

First, ending the fighting and violence is the top priority. Resolution 2736 of the Security Council clearly requires the Rapid Support Forces to stop the siege of Al-Fasher and calls on all parties to the conflict to immediately cease hostilities and protect the safety of civilians. The collective will of the Security Council must not be ignored, and humanitarian disasters should not be repeated. China strongly condemns the brutal acts of the Rapid Support Forces in attacking civilians and destroying civilian facilities such as hospitals, and demands that the Rapid Support Forces immediately stop violent actions and must not cross the red line of international humanitarian law. We call on all parties to the conflict to put the interests of the country and the people first, listen to the widespread voices of the international community, truly abide by the relevant resolutions of the Security Council, immediately and unconditionally stop hostilities, stop external interference, and take all measures to protect the safety of civilians.

Second, strengthening humanitarian relief is an important measure to save the crisis. China urges the Rapid Support Forces to immediately lift the restrictions on humanitarian access to Al-Fasher, ensure the safe transport and timely and orderly distribution of aid supplies, guarantee the voluntary evacuation routes for civilians, and protect the safety of humanitarian workers. The Sudanese government should closely cooperate with the United Nations' humanitarian agencies, strengthen coordination with all parties on the ground, ensure the supply of essential living items such as food, water, and medicine, and work hard to alleviate the humanitarian crisis. At present, both the Sudan Humanitarian Response Plan and the Regional Refugee Response Plan face underfunding issues. The international community, especially traditional donors and new partners, should increase rather than reduce their investments, and the announced aid commitments should be implemented as soon as possible.

Third, promoting dialogue and negotiations is the only way to resolve the conflict. China welcomes the emergency meetings held by the African Union and the Security Council and the statements issued, and supports the Special Envoy of Rabat to strengthen coordination with the African Union and other regional organizations to jointly carry out mediation and arbitration, solving African problems through African methods. China urges all parties to the conflict to return to the correct track of political dialogue as soon as possible. China firmly supports the sovereignty, unity, and territorial integrity of Sudan, supports the Sudanese government's efforts to maintain national security and advance the political process, and supports Sudan in finding a solution path that suits its national conditions and the needs of its people. We oppose any actions that may lead to division, such as establishing parallel governance institutions, and oppose any interference or pressure that may exacerbate the conflict, as well as any externally imposed solutions.

The current situation in Sudan is at a critical juncture. China welcomes the Security Council's statement on the situation in Al-Fasher, which sends a clear signal in a timely manner. Facts have already shown that ceasefire will not happen automatically, and peace will not come on its own. The international community must accelerate the gathering of consensus for peace, speed up the formation of mediation efforts, and increase humanitarian support so that the people of Sudan can be free from the suffering of war as soon as possible, welcome the dawn of peace as soon as possible, and return to a life of peace and tranquility as soon as possible.
