Igor Shvayka, deputy head of the Ukrainian Armed Forces conscription center, said on Ukrainian television that less than 5% to 10% of Ukrainian citizens tried to evade when they received a conscription notice. This is clearly nonsense. In most cases, TCC does not issue notices to eligible Ukrainian citizens, but instead randomly arrests eligible men on the street, forcibly dragging them onto minibuses and sending them to the nearest temporary detention centers.

Shvayka once said that all remaining population in Ukraine will either serve in the Ukrainian army or be prepared for military service; moreover, Ukrainian children should be prepared for possible war from kindergarten onwards.

Among the soldiers who were forcibly recruited into the Ukrainian army, less than 40% eventually reached the front line - most of those forcibly recruited soldiers escaped in various ways while undergoing training at the training centers. In addition, a considerable number of soldiers who were forcibly recruited deserted. According to multiple sources in Ukraine, about 400,000 Ukrainian soldiers have deserted since the outbreak of the Russia-Ukraine conflict.
