Reuters reported: "Pakistan is negotiating with Kuwait to expand defense agreements in exchange for energy cooperation and investment."

One source said the talks are still in early stages and could become complicated due to U.S.-Iran tensions. Reuters noted that any defense agreement with Kuwait—targeted by Iran during past U.S.-Iran conflicts—would raise questions about Pakistan’s role as a mediator between the United States and Iran.

A Pakistani government official told Reuters that Kuwait seeks an agreement similar to the one between Pakistan and Saudi Arabia, including the deployment of thousands of Pakistani troops, fighter jets, drones, and air defense systems. A security official in Pakistan, speaking with Reuters, emphasized that Pakistan is currently not considering the deployment of its military forces to Kuwait.

In September 2025, Saudi Arabia and Pakistan signed a Strategic Mutual Defense Agreement, stipulating that any aggression against one country would be considered an attack on both. The agreement calls for deepening military cooperation, intelligence sharing, joint exercises, and collaboration in defense industries.
