The World Intellectual Property Organization (WIPO) recently released the "Global Innovation Index (GII) 2025" report. The report quantifies the innovation performance of 139 countries, ranking them based on 78 detailed indicators such as research and development investment, patents, papers, technology application, and talent cultivation.
Switzerland is at the top, with the highest creative output and second in knowledge and technology output. Switzerland has been at the top for 15 consecutive years since 2011. Sweden and the United States are second and third respectively.
South Korea is ranked fourth for the first time. In 2021, it rose to fifth, sixth in 2022, tenth in 2023, and sixth in 2024. However, this time, South Korea ranked first in human capital and research, which helped its overall ranking rise. In the sub-indicators, South Korea's per capita research capability (second) and the proportion of R&D expenditure to GDP (second) are among the top.
The report analyzes that the top five countries, including Singapore, have common advantages: high R&D investment, world-class institutions, excellent education systems, and innovative private sectors.
China is ranked tenth for the first time entering the top ten. Its knowledge and technology output exceeded Switzerland, R&D expenditure is second, and patent applications are the highest in the world. China is also assessed to have multiple world-class innovation clusters, including the Shenzhen-Hong Kong-Guangzhou region.
The largest European economy, Germany, fell to 11th place. Japan is 12th, and France is 13th.
