Ireland (58%), Japan (57%), South Korea (56%), and Luxembourg & the UK (jointly 54%) follow closely. Australia, Sweden, Israel, and the United States all exceed 50%, with the U.S. at 51%, slightly above the OECD average of 42%. Norway reaches exactly 50%. There is a significant gap within Europe—Ireland stands at 58%, while Italy is only 22%, a difference exceeding 35 percentage points.
Among major global economies, China (19%), India (14%), and Indonesia (13%) are all significantly below the OECD average, indicating substantial room for expansion in higher education access. As these economies grow, widespread access to higher education will become key to enhancing workforce skills, productivity, and global competitiveness.
