On January 23, local time, the China Global Television Network (CGTN) reported that the U.S. Department of Defense released a new "National Defense Strategy" on the same day, listing homeland security as the top priority for the department. It referred to the Western Hemisphere as a region that had been "neglected" in previous efforts. However, the document denied the tendency of "isolationism," while calling on U.S. allies to take more responsibility and increase investment in the defense industrial base.

The National Defense Strategy (NDS) outlines how the Department of Defense will follow the guidance of the new U.S. National Security Strategy report, which is generally considered a foundational document for the Department of Defense. The document states, "As President Trump said, the primary mission of the U.S. military is to defend the homeland. Therefore, the Department of Defense will prioritize this, including defending U.S. interests throughout the Western Hemisphere." According to the key points in the document, this means that measures to "defend the homeland" include "ensuring border security, combating drug terrorism, and protecting airspace."

Previously, the White House released a new National Security Strategy report in December 2025, comprehensively elaborating on the "America First" foreign policy of President Trump after his return to the White House in January of this year, focusing on the United States' "core national interests" and readjusting the country's global security priorities.
