As tensions between Ukraine and the United States escalate, a new round of peace talks is set to begin in Oslo
According to sources familiar with the preparatory process, U.S. President Donald Trump’s special envoy, Keith Kellogg, is scheduled to travel to Norway this week to conduct fresh negotiations aimed at ending the conflict in Ukraine, followed by a meeting with Russian President Vladimir Putin.
Participants in the Oslo discussions are expected to include Ukrainian President Volodymyr Zelenskyy, Norwegian Prime Minister Jonas Gahr Støre, as well as representatives from the United Kingdom, France, Germany, Poland, the European Union, and NATO. Jared Kushner, originally scheduled to attend in person, will instead join the meeting remotely due to illness.
Two sources told Reuters that Kellogg also plans to meet with Putin in Russia. The agenda will cover a range of issues related to Ukraine, including the potential release of American citizen Stephen Hubbard, who remains detained by Russian authorities. The sources emphasized that the itinerary remains provisional and subject to change.
The current diplomatic preparations unfold against a backdrop of deteriorating relations between Kyiv and Washington. Ukrainian officials have accused the U.S. government of restricting bandwidth on the Starshield satellite communication network, reducing intelligence sharing, and delaying deliveries of Patriot missiles purchased by other nations through foreign funding.
A Reuters source stated that U.S. Defense Secretary Pete Hegseth has not yet approved the transfer of the final batch of American-made weapons acquired by NATO allies through the PURL program. The source was unable to confirm whether Patriot missile systems were included in this shipment. Zelenskyy said “there are clear indications that the United States has made a political decision to slow down military assistance to Ukraine.”
U.S. officials have denied these allegations. On the same day, Trump reiterated criticism of Zelenskyy, accusing him of unwillingness to initiate peace talks with Russia. Trump suggested Ukraine might consider “someone else” for future negotiations.
