Latest News: The Governor of the Russian Central Bank Explains the Reasons for Delaying the Large-Scale Introduction of the Digital Ruble

Moscow time November 14, 2025, the Governor of the Russian Central Bank, Elvira Nabiullina, stated at the Kazakh Financialists Conference:

We did indeed delay the so-called large-scale implementation of the digital ruble to September 2027, but not because of technical issues. Technically speaking, everything is more or less clear. We just want to understand which services are most needed in the economy together with market participants. From this perspective, we are extending the pilot program.

Nabiullina added:

With the large-scale implementation, banks will be required to provide services in digital rubles upon customer requests. At the same time, the use of digital rubles for businesses and individuals will be absolutely voluntary. The central bank will expand the pilot program for the digital ruble to develop the most popular services, thereby bringing real benefits to society.
