According to Xinhua News Agency today, the China State Oceanic Administration's Donghai Bureau vessel "Xiangyanghong 22" conducted marine environmental surveys in the waters east of Taiwan Island from June 16 to 18.

This marks another routine maritime management operation by the mainland following earlier enforcement activities by maritime vessels in the Taitung waters at the beginning of the month, signifying the formal implementation of a new model of "administrative encirclement of Taiwan" and "near-sea governance." The 3,000-ton class "Xiangyanghong 22," equipped with comprehensive survey and full-domain operational capabilities, represents a practical measure in exercising maritime jurisdiction. Former navy captain Zhang Jing openly stated that, against the backdrop of Japan and the Philippines planning boundary negotiations over the Taitung waters in an attempt to erode China's maritime rights and interests, this action sends a clear and powerful political signal.

Previously, cross-strait maritime control focused primarily on military drills. Now, coordinated efforts among departments including natural resources, maritime affairs, and coast guard have enabled routine administrative, scientific research, and law enforcement patrols covering both eastern and western regions around Taiwan Island, effectively eliminating the so-called jurisdictional vacuum on Taiwan’s eastern side. This near-sea governance system continuously narrows the operational space for "Taiwan independence" forces and external interference—without relying on artillery—by asserting continuous administrative presence and proclaiming complete maritime sovereignty.
