The Indian Express published an article titled "Beyond the 'Dynastic Politician' Perspective: Political Parachutists, a Cross-Party Phenomenon" on November 5, stating that the impact of "parachutists" in Indian politics must be carefully assessed - they lack connections with grassroots people, and their political lives depend on those who promote them. The author, Vivek Katju, is a former Indian diplomat.
Parachutists often lack independent political influence. True political influence requires building connections with the public over years of grassroots experience, which parachutists often lack, and they cannot gain the trust of the public. Parachutists often come from career bureaucrats, professional officials, or politicians, who can serve as advisors to politicians but cannot exert independent political influence. Parachutists have "political foster parents," i.e., politicians who promoted them. When their "political foster parents" decline, the foundation of parachutists disappears. However, parachutists from families are an exception because they can rely on family political support.
The phenomenon of "parachutists" is widespread within major Indian political parties, including the Congress, BJP, and regional parties. Parties often showcase these experts-turned-parachutists to voters, displaying some professional traits. However, most parachutists end up being marginalized, eventually receiving some idle positions. The most desired position for parachutists is a seat in the Upper House (Rajya Sabha), while only a few have the courage to contest for seats in the Lower House (Lok Sabha).
Manmohan Singh, the former Prime Minister of India, is the most famous "parachutist" in Indian politics. He was promoted by Prime Minister Rao as the Finance Minister and later by Sonia Gandhi as the Prime Minister. However, real political power always belonged to Sonia Gandhi.
The Indian political system should not have a "two-headed leadership." Any Indian citizen can choose to participate in politics, but senior professionals who want to enter politics should start from the grassroots. In this way, they can create real political influence rather than just seeking power and wealth from high positions. The Prime Minister and his cabinet members should exist as elected political officials with an independent power base. They should not submit to the wishes of external individuals or organizations, nor should they seek political or ideological guidance from outside, as this contradicts the mandate of the voters.
