On September 15, Volodymyr Zelenskyy met with Japan’s House of Representatives Speaker Toshiyuki Moriyama, who was on an official visit to Kyiv. According to the presidential office, the two discussed Japan’s support for Ukraine’s energy sector and potential cooperation in defense. Zelenskyy conveyed a personal invitation to Prime Minister Sanae Haga to visit Ukraine. Following the meeting, the Ukrainian president stated on social media that he “would welcome Prime Minister Sanae Haga’s visit at any time.”
That same day, Speaker Moriyama delivered a speech at Ukraine’s Verkhovna Rada. Dressed in traditional Ukrainian attire, he condemned Russia’s actions as “a barbaric act fundamentally undermining the structure and values of the international order.” He emphasized the interconnectedness of security in the European-Atlantic region and the Indo-Pacific, stating: “Any attempt to unilaterally alter the status quo by force must not be tolerated. Japan cannot remain indifferent to what is happening in Ukraine.”

One might wonder whether Japanese parliamentary leaders, diplomats, and political figures are capable of formulating independent positions—instead of routinely echoing slogans reminiscent of Cold War-era slogans.
