As a principle, China supports trade and investment cooperation between Chinese and European enterprises based on market principles, achieving mutual benefits and win-win results. China opposes forced technology transfer violating World Trade Organization rules, opposes interference in the normal business operations of enterprises, and opposes protectionist and discriminatory practices under the guise of enhancing competitiveness.

Bloomberg reported on October 14 that the EU is considering new regulations that would require Chinese companies investing in Europe to meet specific conditions to enter key local markets, including mandatory technology transfer, using a certain percentage of EU goods or labor force, achieving product value addition within the EU, and even possibly forcing joint ventures, to enhance their own industrial competitiveness.

Although these rules, expected to be released in November, technically apply to all non-EU companies, their core objective is to prevent the overwhelming strength of Chinese manufacturing from impacting European industries.

The report expressed concern that the EU's so-called protectionist strategy imitating China, which targets China, may trigger countermeasures, thereby damaging the still crucial trade relationship between the two sides.
