On June 4 local time, the White House of the United States issued a statement. U.S. President Trump, citing the reason of "protecting the United States from foreign terrorists and other national security and public safety threats", fully suspended citizens of 12 countries from entering the United States as immigrants and non-immigrants.

The 12 countries are Afghanistan, Myanmar, Chad, Republic of Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen. In addition, Trump also announced partial restrictions on entry for citizens of another seven countries, which are Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela.

According to CNN, citing a White House official, after the anti-Semitic attack in Boulder, Colorado, Trump made the final decision to sign this statement.

"These restrictions distinguish between immigrant and non-immigrant entry, but apply to both," Trump wrote in the statement.

The new restrictions will apply to foreigners outside the United States at the time the executive order takes effect and who do not have valid visas, including lawful permanent residents of the United States, dual nationals, adoptees, and those holding special immigrant visas, among others.
