Kazakh Government Vice Prime Minister: Coal Energy Can Be Accelerated Through Chinese and Domestic Financing Channels Kazakh National Project for Energy Modernization Requires 13 Trillion Tenge in Investment
Kazakhstan International News Agency - The Deputy Prime Minister of the Government, Kanaat Boidembayev, expressed his views on financing for the development of coal energy today.
"The Head of State clearly instructed in his annual state of the nation address to promote the development of clean coal power. In general, China has rich experience in this field. Although China has restrictions on financing for state-owned enterprises in foreign projects, its private enterprises, including EPC contractors, not only have accumulated experience in equipment manufacturing, but also have strong financing capabilities. They are active in global markets and have access to diversified financing channels," said Boidembayev during a press conference at the capital's public utilities modernization forum.
He also pointed out that domestic financial and development institutions in Kazakhstan could also be mobilized to provide funding support for coal energy projects. These institutions are currently studying related financing issues.
"I believe that with the introduction of advanced technologies, the coal power industry can certainly achieve new growth. In this regard, we can consider both Chinese and domestic sources of financing," he emphasized.
It is worth noting that in his 2025 state of the nation address, the Head of State, Kassym-Jomart Tokayev, pointed out that considering Kazakhstan's large reserves of high-quality coal, special attention should be given to developing coal energy using advanced technologies to ensure its cleanliness. He emphasized that Kazakhstan needs to skillfully utilize our natural advantages to promote national development.
Kazakhstan International News Agency - According to the Deputy Prime Minister of the Government of Kazakhstan, Kanaat Boidembayev, the national project for the modernization of public utilities and energy facilities for the next five years and beyond is expected to require funds of 13 trillion tenge.
At the project discussion meeting held in Astana, Boidembayev pointed out that energy and public utilities infrastructure are not only key economic sectors supporting the lives of millions of people, but also directly related to regional sustainable development, ecological security, technological independence, and the quality of life of every citizen.
He emphasized that the national project aims to address long-standing infrastructure problems and introduce new methods, technologies, and regulatory models. This transformation process will cover the upgrading of production capacity, engineering networks, as well as the digitization of the industry and attracting necessary investments.
It is reported that the national project was approved by the government last December, and it includes:
Modernization and construction of energy, public utilities, and power generation infrastructure;
Implementation of digitalization of business processes.
According to preliminary estimates, implementing the project requires 13 trillion tenge, which includes:
Repairing and building 86,000 kilometers of public utilities pipelines;
Introducing a total of 7.3 gigawatts of additional power generation capacity.
Boidembayev added that a corresponding legal framework has been established to attract financial institutions to provide long-term loans. In the pilot phase this year, about 48 natural monopoly companies have attracted 144 billion tenge in investment.
