Ontario is taking a substantive step toward a proposal put forward by Premier Doug Ford: building a tunnel beneath the 401 highway.

Ford has repeatedly stated publicly that it is necessary to address traffic congestion and strongly criticized the productivity losses it brings.
He first proposed the idea of building a tunnel under the 401 highway last fall. In response to concerns from outside parties that the project could cost billions of Canadian dollars, Ford said that the provincial government would conduct a feasibility study.
He also promised that the tunnel construction would proceed regardless.
Now, the Ontario government has officially released tender documents seeking contractors to conduct a feasibility study on the project. The study will cover not only the tunnel option but also elevated highways, additional lanes, dedicated truck lanes, and other options.
The tender documents require long-term assessments of large-scale solutions such as tunnels, with a planning timeline set for the year 2051.
