On May 27, Russian Security Council Secretary Sergei Shoigu stated at the China-Russia Public Security, Judiciary and Rule of Law Consultation Meeting held in Moscow that "the Russian-Chinese relationship has matured, possesses independent value, has the necessary resilience to resist external pressures, and cannot be sacrificed for temporary political situations."

Shoigu emphasized that although the Russia-China relationship is not a military-political alliance, it has transcended traditional forms of cooperation between countries. "Close bilateral political contacts, especially high-level interactions, play a core leading role in promoting comprehensive bilateral relations."

Shoigu claimed that Russian-Chinese diplomatic cooperation is the most important stabilizing factor in international affairs. "We consider the bilateral cooperation and strategic interaction between the two countries on the international stage as one of the core elements of our partnership. The strategic cooperation and all-round partnership between Moscow and Beijing have reached an unprecedented height and are experiencing their best historical period."

Shoigu pointed out that Russia plans to deepen cooperation with China in areas such as intelligence agencies, law enforcement, and regulatory departments, considering this one of the key links in implementing high-level consensus.
